Since 1997, the European Network for Smoking and Tobacco Prevention strove for a better and healthier world, by reducing health inequalities due to tobacco. During 23 years, ENSP actively developed a strategy for action among organisations active in tobacco control in Europe by sharing information and experience and through co-ordinated activities and joint projects.
This brochure aims at highlighting the progress that has been done until today and encourages all health advocates to join The Network and contribute to even greater progress in the future. |

ENSP SURVEY on the implementation of WHO Framework Convention on Tobacco Control (FCTC)
|

|
The European Network for Smoking and Tobacco Prevention (ENSP) supports its members in their involvement with implementation of the FCTC and its transposition into national laws. Challenges to implementation of the FCTC remain present in a number of EU and non EU states. ENSP developed a survey that will give more information on the weaknesses, challenges, and where we must focus to strengthen the FCTC implementation. In order to prepare a brief shadow report on the implementation status of the WHO Framework Convention on Tobacco Control, in EU and non EU countries, ENSP is kindly asking you to answer this list of questions. |

ENSP is pleased to collaborate with the European Cancer Patient Coalition in organisation of the webinar "Tobacco Treatment Delivery in cancer patients in Europe", that will be held on 19 October 2020, from 13:00 to 14:00 CET, as part of the ENSP-ECTC Conference - The Online Edition. Symposium aims at addressing the importance of smoking cessation during or after cancer treatment, highlighting the feasibility, availability, cost-effectiveness and efficacy in cancer treatment success and cancer recovery. In addition, tobacco use and smoking cessation during the COVID-19 epidemic and recommendations for cancer patients will be addressed. This will be the first webinar of the upcoming series of events on the role of smoking cessation in cancer treatment process.

The launch of MEP Lung Health Group
|
|
|
The European Respiratory Society (ERS) announced that the MEP lung health group will be formally launched in an upcoming advocacy event, "Every breath counts – respiratory health in COVID-19 times", which will take place on 13 October, 2020 at 15:00–16:30 CET.
|
|
|
|
|
The MEP lung health group is an informal platform for policymakers, health professionals and patients to identify the potential European Union (EU) policy measures aimed at improving lung health.
The event will have the European Commissioner for Health and Food Safety, Stella Kyriakides, who will deliver the opening address and formally launch the MEP group, as well as other keynote speakers.

The Protocol to Eliminate illicit trade in tobacco products: a new legal instrument to fight organized crime
|
|
|
Organized on October 14 at 15:00 by the Secretariat of the WHO Framework Convention on Tobacco Control and co-organized with the support of the Government of Ecuador and the United Nations Office on Drugs and Crime, this webinar aims at giving an introduction to the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol) as a new legal instrument to prevent and fight organized crime. |

The Protocol entered into force on 25 September 2018 and currently has 62 Parties to it. The treaty aims at eliminating all forms of illicit trade in tobacco products and provides tools for preventing illicit trade by securing the supply chain, including by establishing an international tracking and tracing system, by countering illicit trade through dissuasive law enforcement measures and a suite of measures to enable international cooperation and fight against organized crime most notably on the issue of money laundering.
The side event will gather experiences in the implementation of the Protocol from different perspectives and will raise awareness of the problem of illicit trade in tobacco products globally.
Dr Adriana Blanco Marquizo, Head of the Secretariat of the WHO FCTC will moderate the session and a number of high level speakers will deliver insightful presentations.

The EFA Allergy and Respiratory Patients Conference is approaching! The virtual event, broadcast from a studio in Brussels, will take place 23-24 October 2020. Latest innovations in research and care for allergy, asthma and COPD will be reviewed. The first day of the event is open to the public, while the second is a capacity building day reserved for EFA Members and individual patients. |

Denmark calls for stronger tobacco and
e-cigarettes regulation
|
|
|
The Danish government recently introduced a Bill amending the Act on the ban on tobacco advertising etc., Act on tobacco products, and Act on Electronic Cigarettes. In a notification to the European Commission, Denmark advised Europe on further actions to be taken on vaping products' point of sale, advertising, packaging and flavours (other than tobacco and menthol).

The Danish Cancer Society supported the government's initiative in a letter that was co-signed by a great number of tobacco and vaping control organisations.

Lithuania moves forward with the smoking ban!
|
|
|
The Lithuanian Parliament (Seimas) adopted amendments to the Law on Tobacco Control which from next year would make smoking prohibited on the balconies or terraces of apartment buildings (when at least one resident objects to smoking), outdoor cafes, covered public transport stops or children's playgrounds, except for dedicated smoking areas.
|
|

|
By law, apartment tenants will be required to ensure that tobacco smoke does not enter a neighbor's personal space. The law has to be implemented and enforced mainly by housing associations and landlords, while officials will intervene only as a last resort.
This decision on the extended smoking ban, adopted by the Seimas, has yet to be approved by President Gitanas Nausėda.

Plain packaging comes into force in the Netherlands!
|
|
|
Starting with 1st of October 2020, the plain packaging comes into effect in the Netherlands, in the general dark green-brown color. This rule applies for cigarettes and cut tobacco (rolling tobacco) from 1 October 2020. The distributors may sell out the remaining stock within 1 year. For other products such as cigars and electronic cigarettes plain packaging will be required as of 1 January 2022.

Alliance for a Tobacco-Free Society
calls on the new Belgian government
to enhance tobacco control
|

|
In a press release from October 1st, the Alliance for a Tobacco-Free Society calls on De Croo government to step up the tobacco control measures.
The new governmental coalition is committed to leading a comprehensive and strong anti-smoking policy. The pursuit of a smoke-free generation will be an important objective in this respect. In addition, the new government aims to significantly reduce health inequalities and the number of preventable deaths, especially from tobacco. The Alliance for a Smoke-Free Society is pleased with these ambitions of the newly-formed government: they create a good basis for taking steps forward in tackling the tobacco epidemic. But there is still a lot of work ahead. The Alliance calls on the new Minister of Health Frank Vandenbroucke to jointly develop a comprehensive anti-smoking plan.

A substantial increase in tobacco taxes must be the top priority, as the Alliance suggests. This is the most effective measure according to the World Bank and WHO. But higher taxes on tobacco products should go hand in hand with increased accessibility to cessation services and medication for current smokers to quit. |

The Union released a new brief
on Smoking and Covid-19
|
|
|
After reviewing nearly 80 recent studies published since the last update on September 1st, The Union released the seventh
COVID-19 and Smoking Brief, as well as an updated and revised master brief.
This seventh brief synthesizes three epidemiological studies: one study further strengthens previous findings on the adverse relationship between smoking and COVID-19 disease progression; the second suggests that smoking is significantly associated with poorer COVID-19 recovery; and a third—"a living rapid evidence review"— is a meta-analysis of 233 published or pre-print studies.
